Job Description

The SSP Clinical Program Director (CPD) provides clinical leadership and management to the following departments: social work, activity therapy, and psychology. Serves as a senior manager with a direct reporting relationship to the Superintendent and is directly accountable for internal and external clinical aspects of the program. Fulfills administrative duties including supervision of the directors of these departments as well as completes technical activities necessary to assure responsiveness to LSH’s mission and vision. The CPD monitors and oversees the forensic evaluation and treatment and ensures flow of patients through the program with timely completion of forensic evaluations.

This position is responsible for the highest quality patient services attainable by the organization within obtainable resources, while ensuring a cost-effective operation. The Clinical Program Director assures that high quality care is provided by a staff of appropriately trained, competent, duly certified and licensed practitioners (where applicable).

Job Responsibilities may include but are not limited to the following:

CLINICAL PROGRAM ADMINISTRATION :

  • The Clinical Program Director has primary accountability for developing, maintaining, and monitoring the active treatment within the program for all patients, and conducting ongoing evaluation of clinical program effectiveness.
  • Establishes clear expectations with clinical staff, including hours and content of active treatment per week.
  • Monitors established expectations and patient outcomes.
  • Oversees supervision and training for clinical staff and integrates the contributions of each discipline in a manner consistent with maximum treatment effectiveness.
  • Keeps current regarding issues and developments in the field of forensic treatment and evaluation in order to modify treatment and evaluation processes as appropriate in compliance with best practices.
  • Directs, adjusts, and oversees use of program resources for clinical areas including budget recommendations, recruiting of staff, requesting necessary equipment, space, and other materials to achieve optimal program effectiveness.
  • Oversees compliance with all applicable standards and laws.
  • Coordinates staff development activities in order to ensure effectiveness in carrying out program-specific work functions.
  • Maintains and makes full use of quality improvement content, processes, and feedback to ensure continuing improvement in treatment goals and desired outcomes.
  • Ensure the program has a written statement of philosophy, mission, and desired outcomes which will be reviewed and/or updated on a tri-annual basis.
  • Ensure subordinate personnel have performance evaluations completed timely with established performance expectations.
  • Collaborates with Administrative Program Director to maintain the policy manual for the State Security Program, assisting with writing, updating, and approving clinical policies for the Program.
  • Provides appropriate direction and guidance for clinical staff in the SSP Program.
  • Initiates and participates in performance improvement activities.
  • Serves as an active member of Hospital Leadership Team, AEC, CEC, and RMC.

SUPERVISORY DUTIES:

  • Ensures optimal selection and supervision of clinical staff within the SSP Program.
  • Actively recruits clinical staff, seeking input from discipline specific supervisors and working in cooperation with Human Resources.
  • Provides orientation and training to appropriate clinical staff, ensuring training and competency are completed and met, working with Clinical Department Heads, ensuring timely compliance.
  • Conducts performance reviews in a timely manner.
  • Ensures measurable outcomes for clinical staff; makes clinical rounds, monitoring delivery of service.
  • Works closely with the Human Resources Department and respective departmental supervisors to achieve desired outcomes.

COORDINATION/COLLABORATION:

  • The Clinical Program Director is responsible for coordinating and collaborating with the Superintendent, Program Directors, and other administrative departments, clinical department heads and area leaders, as well as committees throughout the hospital, in achieving desired outcomes, including identifying and maintaining optimal staffing patterns and work assignments within limits of professional roles and applicable standards in order to meet established outcomes and treatment goals.
  • The Clinical Program Director or designees will attend clinical executive meetings, departmental meetings, regional meetings as assigned, and other appropriate meetings in order to receive and provide information and represent the program.
  • Maintains accountability for accomplishing hospital tasks.
  • Engages in Leadership discussions and serves on the Hospital Leadership Committee.
  • Collaborates and coordinates with hospital administration, other program directors, clinical departments, and other services to provide the most effective and efficient services.
  • Participates in quality management efforts, budget development, testimony as necessary, and other necessary leadership duties.
  • Utilizes clinical input from department supervisors to ensure discipline specific input is considered.
  • Develops and implements procedures to ensure compliance with KDHE and Environment of Care Standards at the program level.
  • Ensures program compliance with provisions of hospital policies and procedures, state and federal laws, rules and regulations, and standards of appropriate accreditation and certification organizations.
  • Other duties as assigned by the Superintendent, Assistant Superintendent, and/or State Hospital Commission.
  • Cover for the Administrative Program Director upon request.

CLINICAL OVERSIGHT AND PERFORMANCE:

  • Performs evaluations and/treatment as needed and testifies in court hearings as indicated.
  • Ensures best practices are followed by clinical staff.
  • Monitors patient flow within the State Security Program to ensure. Reviews and signs reports, as indicated, within 3 days.
  • The Clinical Program Director is responsible for assuring that programmatic and therapeutic policies, procedures and processes follow relevant statutory and court decisions relevant to the care of those in SSP.
  • The Clinical Program Director is available for emergency calls and carries a cell phone.
  • The Clinical Program Director performs other duties as assigned and/or necessary to ensure proper functioning of the Program.

Qualifications

Licensing & Certification : Licensed as a Doctoral Level Psychologist by the Kansas Behavioral Sciences Regulatory Board

Minimum Qualifications :

  • Doctoral Degree (PhD or PsyD) in Psychology
  • Licensed as a Doctoral Level Psychologist by the Kansas Behavioral Sciences Regulatory Board
  • Five years of experience in Forensic Evaluations and Court Testimony
  • Experienced with the evaluation and treatment of forensic population
  • Five years of general supervisory experience

Preferred Qualifications :

  • Experience with directing and managing professional staff
  • Experience with the development of Policies and Procedures
  • Experience with the development of Treatment Programs
